Ipswich Town and Fulham have joined the race to sign the 28-year-old midfielder who has become surplus to requirements at the Etihad Stadium.
Phillips has been targeted by the Toffees all summer, and Dyche could make an attempt to sing him as he is looking to add a new defensive midfielder.

The 31-time capped England midfielder joined West Ham on loan during the January transfer window, a move that turned into a nightmare for him.

The Spaniard has given the former Leeds United midfielder just 418 minutes of Premier League football, and a move away from the club is on the cards.

Phillips is on high wages, so he needs to take a pay cut to join any other Premier League club.
Moreover, he has a contract at City until 2028, and Everton will have to pay a transfer fee to lure him away. It is unclear at this stage whether City will agree to send him out on loan again, as they probably want to get rid of him permanently.
